Error on restore of backups of repositories writing tranlogs to /dev/null

If you take a backup on a repository that has the tranlog directories
set to /dev/null, then restore that backup, the commitRestore will
return an error "Repository not in restore state".  However, the
backup will have been restored successfully and you can continue
with use of the restored repository.
