restoreReclaimPages primitive errors reported incorrectly

The call to the method SystemRepository>>restoreReclaimPages
ultimately invokes a primitive. If the primitive call fails, for
example if the repository is not in restore mode, or there was
not a transaction log previously restored in that session, the
code that handles the primitive failure is incorrect and will
report the wrong error, such as rtErrArgOutOfRange.
