Object audit can inappropriately re-enable logins

When an object audit starts, if logins have been disabled but sessions
have not yet shut down, then logins are incorrectly reenabled after the
audit completes.

For example, if the sequence of statements includes:
  System stopOtherSessions.
  SystemRepository objectAudit.

and one of the sessions being stopped takes a while to stop, then the object
audit will not run in single-user mode and will re-enable logins when it
completes.
