max values for gcGem parameters silently restricted to max SmallInteger values

All gcGem parameters that are extracted from the SymbolList are
limited to SmallIntegers. If one of the values happens to be a
LargePositiveInteger, the default value is used, but there is no
warning in the log file.

Workaround

When setting any gcGem parameters, make sure that the value is
less than or equal to SmallInteger|maximumValue
