IdentityDictionary passivate, activate returns unequal Dictionary

The Passivation - Activation cycle does not preserve the identity of
objects. Because two IdentityDictionaries will not be equal if all
their keys are not identical, the result (object) of activating an
IdentityDictionary will not be "equal" to the object that was
passivated.
