Time offset calculated incorrectly on Windows

On Windows, the time offset from local time was not processed correctly when reading a data file. In the resulting main window, the StartTime and EndTime could be 0, for negative timezone offsets such as PDT; or 12/31, for positive offsets such as CEST.

Workaround

Explicitly setting the offset, using Main > Change Time Offset, allows the correct timeztamps to be displayed.
