ReclaimGem parameters sleepTimeBetweenReclaimUs and #sleepTimeWithCrBacklogUs are ineffective
The checks made by the ReclaimGem for #sleepTimeBetweenReclaimUs and #sleepTimeWithCrBacklogUs were not done at the correct place, and thus the ReclaimGem did not sleep per these settings.
