Vote state incorrect after recovery
After recovery from an unexpected shutdown, the internal vote state is set to 2/VOTE_DONE_VOTING. If the Admin GcGem is not running, this vote state prevented other GC operations from running.
Workaround
Ensure that the Admin GcGem is running.
