SystemRepository restoreStatus does not use $GS_CFTIME

The timestamp returned as part of the SystemRepository restoreStatus command does not use the $GS_CFTIME environment flag.  It uses the default timestamp format:

"DD/MM/YY hh:mm:ss"

where hh is 0-23.
