GEM_PGSVR_COMPRESS_PAGE_TRANSFERS does not compress Gem->PageServer

The Gem configuration option GEM_PGSVR_COMPRESS_PAGE_TRANSFERS, when true, compresses page transfers from the Page Server to the Gem.  However, it does not compress transfers in the other direction, from the Gem to the Page Server.
