System gems may hold commit record, preventing commit record backlog disposal
It is possible for a system gem, such as the Symbol Gem, Admin Gem, or
Reclaim Gem, to hold the oldest commit record, and prevent a commit record
backlog from being completely disposed until the next time that gem aborts
or commits. These gems abort regularly, so the delay should be for only
a few minutes.
