Slow memory leak in AdminGcGem

There is a slow memory leak in the Admin GcGem, which will cause its memory
footprint to grow larger over time.

Workaround

Periodically stop and restart the Admin GcGem during a time when there
is no GC activity (MFC, Epochs).  The following methods can be used:

System stopAdminGcSession. System startAdminGcSession.
