Modifying method categories of a class without authorization silently fails

Attempting modify method categories on a class when to you do not have
authorization to modify that class does not succeed, but does not report
an error.  This includes adding or removing a method category, and moving
or renaming, and renameOrMerge.

Workaround

Ensure you have authorization before modifying categories.
