Commit record backlog during tranlog restore

When restoring transaction logs containing a large amount of reclaim, it
is possible for a commit record backlog to develop as the recovery thread
waits for reclaim to complete.  Under worst case conditions, this can use
up all available free space and cause the restore to fail.
