Page leak in Reclaim GcGem

There is a slow leak in the Reclaim GcGem or the regular GcGem, where the
number of pages used by the Reclaim GcGem increases over time. This occurs
when a set of pages less than #reclaimMinPages is received from the stone.

Workaround

Restarting the GcGem will free up the pages.
