Cannot set runtime config #StnSignalAbortCrBacklog

Due to an internal code error in the bounds checking for the
runtime configuration parameter #StnSignalAbortCrBacklog, attempting
to set this at runtime will always result in an out of bounds error.

Workaround

This parameter can only be set before stone startup.
