SAG missing requirement to disable epoch during offline FDC

The System Adminstration Guide provides information on running FDC
on an offline copy of the production database.  It omits to mention
the requirement that epoch garbage collection must be disabled
during this period on the production database, to avoid the FDC
process returning objects that do not exist or have been reused.
This should not cause corruption, but the extra processing will
cause MGC performance to degrade to the point of uselessness.

Epoch GC is disabled by default.
