Remote caches do not use SHR_PAGE_CACHE_LOCKED setting

A true setting for the config param SHR_PAGE_CACHE_LOCKED does
not get picked up by a shared page cache remote from the stone;
this setting is always false.

Workaround

Edit the startshrpcmon script used on the remote machine to
hardcode this parameter; or more properly make a copy of the script
and modify services.dat to use your customized script.
