Upgrade resets default TimeZone to Pacific Time

The upgrade process installs a default TimeZone of Pacific Time,
overwriting the current default TimeZone in the repository being
upgraded.  If your TimeZone is not Pacific Time, this will cause
your TimeZone to be incorrect.

Workaround

Reinstall your local TimeZone after upgrading.
