Windows 2000 Advanced Server - statmonitor does not exit on stone shutdown

When running statmonitor on Windows 2000 Advanced Server, on
stone shutdown, statmonitor does not exit and keeps a connection
to the shared page cache.  This can prevent restarting the stone.

Workaround

Start statmonitor with "-s 0" on Windows 2000 Advanced Server
