Incorrect handling of upgrade of user passwords
The upgrade process from earlier versions to v3.1 does not correctly handle
the upgrade of passwords for user accounts. As a result, upgrading production
systems to v3.1 requires extra steps to ensure password security of user
accounts.
Special system accounts such as SystemUser and DataCurator are not impacted.
New databases originating in 3.1 (that is, repositories that are not upgraded)
are not affected.

Support for additional information.
Version 3.1.0.1, with a fix for this problem, will be released soon.
