Sessions incorrectly killed when STN_GEM_LOSTOT_TIMEOUT is -1

If STN_GEM_LOSTOT_TIMEOUT = -1, then the stone is supposed to forcibly abort
sessions that don not respond to LostOtRoot.  However the stone incorrectly kills these
sessions.
